ewis, 33, travelled to Derby for talks and a medical, after an undisclosed fee was agreed, where he hopes to link up again with manager Billy Davies.
Lewis was part of the Preston North End side managed by Davies, who were beaten in the Championship play-off final by West Ham United in 2005. He scored nine goals in 96 appearances for Leeds, and was in the final year of his contract.
"We have agreed an undisclosed fee for Eddie Lewis with Derby County," read a statement on Leeds' official website. "Eddie felt that the opportunity to play in the Premier League was too good to miss out on."
"It will also help keep open his international opportunities with the USA that may have been passed over if he played regular football in League One. We wish him all the best for the future."
Meanwhile, the Rams have received international clearance to play midfielder Benny Feilhaber, a £1m buy from Bundesliga side Hamburg, at White Hart Lane on Saturday.
